The grass needs to be dry otherwise you will clog the trimmer.

The best thing to do is when dry cut the grass. Wait a couple of days and then apply a weed and feed. After a couple of days if there has been no rain to water the weed and feed in to the lawn then use a sprinkler. Re apply after six weeks for stubborn weeds. Most weed killers will be totally in effective if applied during or just before it rains. Have taken on a lawn this year that was so full of dandi lions that am now on my third application. Only now am i starting to see results. Good luck.

If the grass is 3 feet long, we'll have to send in a recovery team to get you back out!
The grass should be dry or nearly so, mainly because it will stand up better for cutting.
I'm worried you are going to take too much at one time and severely injure the grass plants. Normally you don't want to remove more than 1/3 of the total grass blade surface.....you'll be taking 97%
Might I suggest if you grass is really quite long, do this in two operations, cut, wait a few days and then cut again. If you take it all at once, realize the lawn will look awful and will take time to recover.

it really doesn't matter if you cut the grass wet. The only thing is wet grass will stick to your machines, feet and everything else. Then you will have to clean everything. But since you are using an electric grass trimmer, i would wait until everything is dry or when it stops raining. Dont want that electric cord outside when it's wet.

3 feet tall, your in for one hell of a job! best to wait till it is dry not like it will matter to much, it is 3 feet tall and going to be a pain. you may want to think about renting a walk behind gas powered weed eater as it will have lots more power to help you get threw all that grass.

Right after you mow it. You use a weed eater to get the spots that the mower couldn't get.
