When you get stoned the eyes turn very red and swollen giving you the look of it being half closed. It is blood vessels in the pupils that are damaged and so they break and make the red looking and irritated .

Because there is a substance in the pot ( marijana) that control your CNS ( Central Nervous System) it slow it down. The CNS is what control language( speech), Eye movement, and motor movement.
