By UNO charter UN is expected to maintain peace in the member countries by dialog or by force. But I wonder why UN waits for disturbances to occur and than they try to bring normalcy and peace. Another point that baffles me is who decides the action to be taken, the security council ? the UN assembly or the most powerful country? Take the case of IRAQ, nothing was proved for what they were punished rather ruined and once a prosperous country is now the second nation labeled as "failed nation"

The biggest drawback with UNO is the lack of intelligence arm. They totally depend on the inputs of the member states, and even than they have no mechanism to check whether what intelligence leads or data is being provided by a specific member is correct or not. This is the biggest flaw in the structure of the UN.

I am afraid to add here that from a position of weakness UN can not achieve world peace, they only get orders and they follow them. Many might not agree to my opinion but let those ponder on the current status of UN and debate whether in the current world scenario can UN be considered impartial powerful and decisive peacemaker ?

Their role is to prevent world war, and encompasses conflicts which may lead to world war. This has obviously morphed throughout the years.

The mechanics are fairly simple in the esoteric realm: 1. Physically separate the conflicting parties, 2. Facilitate diplomatic exchange in a semi-neutral environment, 3. Involve regional power brokers to help seal the deal, 4. Attempt to decrease human suffering (food, medical care, refugee care, etc) because it is humane/and decreases chance of conflict continuation, 5. Provide economic incentives for peace (loans).

Often only one or two of the list above are actually implemented, and it just doesn't work.

They have no role, honestly. I don't think anyone can think of a single place, ever, in their history, where they were responsible for keeping the peace. They have this noble idea of keeping all of the people happy all of the time, a great idea, but they can't make it work, and neither can anyone else. They won't say that any country is right or wrong, so they end up totally ineffective.

Your "question" is poorly presented.
In any event - UN Peacekeeping has NEVER lived up to its name.
