I purchased some DDR2-800 RAM and was wondering if I have a motherboard thats specs have its memory standard listed as DDR2-1600, is that UP TO that clock speed or ONLY that clock speed?

Thanks for the responses in advance.

NOTE: Gigabyte GA-P35-DQ6 motherboard (http://www.newegg.com/Product/Product.aspx?Item=N82E16813128046)

Actually the board supports DDR2-1066, no such thing as 1600. However as you suspected that is only the maximum speed, it will still support DDR2-800.

Yes it should work. It will slow down any 1600 ram you have installed but it should work.
