The competition is too stiff for me to pick someone for the number one spot but the leading contenders are: Daniel Ortega, Fidel Castro, Juan Peron and Jean Duvalier. Hugo Chavez (in no particular order). All on the list for what I hope are obvious reasons.

I would say that Panama´s Noriega was the worst. He killed more people than even Pinochet in Chile and engaged in more corrupt activities than any other dictator. And most of the time, almost until the end, the U.S. government supported him and turned their heads the other way during all these activities, which caused him to become bolder and bolder.

Pinochet? I dunno, that's a hard one. There have been so many slime ball dictators in South America; so many of them not-so-secretly supported by our government.

the good news is South Americans are standing up for their rights more, and may eventually have the good sense to become a federal Republic like the USA. Though I'm sure there are many in the USA who would be intimidated by this and try to prevent it.

Personally, I agree with Ronald Reagan's words (though not his actions): he said "Everywhere people want to be free." Too bad he had to quietly work against this...

Usually we support any tin pot dictator who will play ball with us until he gets out of line and gets overthrown by his population . Then when the leftists take over we cry about the lack of our style of democracy, when we are really sad about losing influence.

Does Cuba count? If so , Castro. He has clung to La Revolution ideals while the world has passed it by and he has tortured, killed, and impovershed the country in sticking to his dogmatic beliefs.
