Bureaucracy
The Roman's didn't invent it, they just fell in love with it and let it get out of control.
The Middle Ages could also be seen as a negatice effect. Took Europe 1000 years to recover from the Roman Empire, after all.

The main negative effects of the Roman Empire were enviromental ones. The south of Italy was completely deforested because of the need for boats and many of its problems today stem from that. The north of African had just as many animals as you can see today in East Africa, lions, giraffe etc but they were wiped out in the constant hunting of animals for the circuses back in Italy. Other areas were damaged, such as Carthage, as a punishment for daring to sating against Rome, by making land infertile.

The Roman Empire was just that...an empire. There were many cultures that were changed due to being conquered and there was also a lot of persecution during that time.

Virtually none, for the most part. Assuming you mean long-term cultural consequences. Obviously a lot of people at the time didn't love them.
