It's a really stupid idea.

If a city bans cars from the center of town, the most likely result is that the "economic center" of town is going to move someplace that's easier to get to and from.

Imagine your favorite shopping mall. What would happen to the businesses there if the parking lot were converted into a residential development? So what if there's no place to park at this mall? How long will it be before grass starts growing on its roof?

Oh, they can park at a commuter lot and take a bus? Yeah, I'm going to park my 2008 BMW and take a bus to shop at The Sharper Image, that's likely.
