Actually time of the year does matter, however booking far in advance always helps. You can get cheap flights anywhere during low season, that is always when the weather is the worse. For Chicago that would be July/August and January/February.

Probably better to come in july-aug than jan-feb...'cuz in jan-feb you could get 15 inches of snow and be stuck at the airport etc..at least in july-aug you dont have to worry about that.
Plus theres lots going on in chicago in summer, fests, etc.. and if its too hot, just go indoors to a museum, shops, eat.

time of year doesn't matter; it's how far in advance you book the flight/hotel. Book 4-6 months out for the best pricing
