You say the NIC (network interface cards) are properly inserted. I further presume their drivers were installed; if not be sure to do so.

Do you have a CROSS cat 5 cable; a straight will not work in this case because you are not using a network switch. A cross cable has Pin 1 on left cable end connect to Pin 3 on right cable end; Pin 2 to Pin 6, Pin 3 to Pin 1, pin 6 to pin 2.

Did you assign static IP addresses to both pcs? YOu do not have a dhcp server so you need static; I would make pc1 ip 192.168.1.11, subnet 255.255.255.0 default gateway 192.168.1.11 and for pc2 ip 192.168.1.12, subnet 255.255.255.0 default gateway 192.168.1.11 and not worry about DNS servers. To set static IP open network connections, right click on the LAN connection, select properties, select Internet Protocol (TCP /IP ) from the center, click on properties and fill in blanks.

Make sure you can ping the other pc. Open command prompt (start - run, type in cmd and hit enter); and from pc 1 type "ping 192.168.1.12" without the quotes and hit enter; this assumes you used the LAN IP that I suggested above; you should receive 4 positive responses; go to PC 1, and ping using "ping 192.168.1.11". If you can ping you have connection.

Now you must network share the files and make sure you have access permissions for both pcs; if you need help w. that write again

First of all you need to install drivers for the network cards. If you have done this goto the next step
Open control panel and then open network connections
From the connections listed in the Lan group and internet gateway group right click on all the connections and select
enable.

right click on the connection for the lan card connection through which you want to create a network, select properties
From the general tab, put a checkmark against Internet Protocol(TCP/IP) and select it. Click properties

A Internet Protocol (TCP/IP) dialog box will appear
Select Use the following address
Give the following given values
IP Address : 192.168.1.2
Subnet Mask : 255.255.255.0
Default Gateway : 192.168.1.1
Click on Ok

Do this for every computer on the network except for the IP Address
For the next Computer increment the 4th value of the IP address for each computer like 192.168.1.3 , 192.168.1.4, and so on

You need a CAT5 CROSSOVER (not regular) Ethernet cable. Connect the two ports with that, and it should work. Otherwise, you need a hub or a router if you want to connect with regular cables or add anohter machine, you will have to have a hub or router.
