when you block them or delete them as a contact??

They won't get a message or anything telling them that, but they can figure it out simply by looking at their fans list or trying to see your Q&A.

The won't get a message that you've blocked or deleted them. If they look at their contacts list and you are connected to them, the will see a little blue icon that looks like a head and shoulders. If you remove them, the icon disappears.
If you block them, they can still look at your profile. However, they cannot view your questions, answers or network.
On the other hand, they can just out or set up a new Yahoo ID to get around the block.

I really don't know if they can or not. Why would I want to block or delete anyone who is a contact?

I've blocked quite a few obnoxious users, and I've also
made my network private so they can't tell who my contacts
are, unless of course you are already one of my contacts.
A contact can tell if you've deleted them, if they cannot see
your network.
