A Vespa is a brand of scooter. It has a small gasoline motor that powers it. If you run out of gas, you are stuck pushing.

A moped is a combination scooter/bicycle. It is a scooter with a small gasoline engine but can also be powered by pedaling like on a bicycle.

A scooter has a step through frame with floor boards.
A moped has pedals so you can ride it like a bicycle and has an engine.
