that depends on your state: Federal guide lines is all over 40 hours is over time:
Some states do have an all over 8 hours per day as over time still. But most states have done away with that and have gone to the all over 40 hours per week is over time.
You are going to have to call your state's labor department and ask them about it

By federal law, you have to be paid overtime for hours in a week over 40 (and that can be whatever 168 consecutive hours the company defines as a week, doesn't have to be Sunday thru Saturday). So unless your state has a law saying differently, and a few do, getting paid overtime for 3 hours is correct. Lots of jobs have a normal workweek, for example, of four 10-hour days. Most employees consider that an advantage over five 8-hour days, so the government isn't going to try to stop that.

You are getting what you should get. If you are paid hourly its 40 hours, or 80 hours a pay period for some occupations.
A lot of nursing shifts are 12 hours and they are paid straight time. They could work 60 hours one week and 24 the next and only get 4 hours overtime pay!
