People seem to think that being honest with someone means saying every little thing that is on your mind and/or saying it in a cruel fashion. This isn't true. And keeping things to yourself when you aren't asked for them isn't being dishonest, nor is being truthful but kind in your wording. And saying some version of "I'd rather not say anything" is being honest as well, if you honestly would rather not say anything.
Yes, honesty is best.

not always. for instance if someone has a serious health issue and if telling him something worse would put him in danger then no, honesty is not the best policy.
