Well, you might get a few hairy looks from passers by. But, seriously, here in Germany, the people are encouraged to comb their dogs in the parks in spring to allow the birds to use the balls of hair for their nesting. And hair really is a good source of oxygen, iron, nitrogen, hydrogen, sulphur, carbon and phosphorous. So what the birds don´t get, the plants do.

You may be charged with littering. Throw your hairs in your garbage can.

Are you referring to clippings from your head?
If you don't want to toss them in the garbage, toss them into your compost pile.
