IMO it is purely money.
Those with more dollars than sense attend the fashion shows, edit the periodicals, buy for the major department stores and so forth.
A celebrity could have a significant influence on people who pay them any attention.
Peer pressure is also a contributing factor.
But, when all is said and done it is the almighty dollar that makes most things, including style, go round.

Its the general public who decides, based on which clothing items catch on and therefore have the highest sales figures. First you have designers who either get inspiration from street style, they create something new, or they borrow from a different era or decade. Then, they put their designs on the runways, then they sell similar designs to customers. Retail chains catch on and start to replicate those styles to sell them to the general public; then depending on which styles catch on and sell big, we begin to see the life of a trend. As more an more people see others wearing a trend, they will buy the trend and wear it until people get sick of the trend and the life of the trend begins to die. Some trends stick around for a long time, like the bootcut jeans which have become a new classic wardrobe staple. Other trends, like the bubble skirt, only stick around for a season or two and only stick with certain people. If the trend is wearable and flatters all different types of bodies, then more people will buy it and it will be more trendy. If the trend is hard to pull off or is not functional, then it will have a shorter life cycle.

Designers,such as Carolina Herrera, Valentino,
Oscar De La Renta,Calvin Klein,Donna Karan,Ralph Lauren,Anne Klein, et cetera are the general style-makers. And they all agree on one thing;following trends slavishly will not make you look well-dressed...just a fad-follower.Carolina Herrera,who is also on the best-dressed Hall of Fame,says simpler is best,but good tailoring is important.Adopting just one trend to a classic outfit is better than kitting one self up from head-to-toe.That look screams "fashion victim."

People who design clothes and publish fashion magazines want you to chase them all the way to the cash register.
If you follow fashion, you will always be one step behind.
The best looks are timeless. This usually means "traditional clothing" or what some people would call the preppy look. It never goes out of style.

For me the only person that can decide your style should be yourself. There are exceptions with some people that can match colors, lines or circles. But as long as you feel comfortable in what you're wearing...who cares?

Society, the media, designers..
I think it definatly is mainly the media and the fashion designers that decide what's in or out but you could be your own trendsetter. I've done something different before and watched how some people looked at me like wtf is she wearing and then sat back and watched how what I wore spread like a forest fire and weeks later the people that were saying wtf are wearing what I wore.
Just ignore what's in if you don't like it. There's nothing worse than walking around looking like everyone else.

Nobody should decide what's in and what's out. Stuff that could be out can be transformed into something totally cute if you wear the right accessories with it! You can even take something that's out and transform it into something that's in. Society may decide what's in, but it's the individual themselves that decides what's in for them. In my opinion, if you look good in it and it looks good on you, go for it! Style's all about having fun!

everyone. lol a person wears sumthin mayb different, and ppl who are around that person mite think its rly cute and kool so they start wearing the fashion and soon it starts everywhere. usually it gets started by a famous person, a designer, or a popular or kool person. :D
