This is a gift to the Democratic Party. They always get at least 40% of the vote regardless of who they run. Any split in the other 60% works in their favor.
This ploy will give the presidency to either Hillary or Rudy.
If the Republicans want to stop Bloomberg, they nominate Rudy. Are Bloomberg and Giuliani secret allies?
Everyone loves or hates Hillary. Needing only 40% instead of 50% is a dream scenario for her.

Bloomberg needs to worry about his term as Mayor of New York since he doesnt have a heavy political stand. Most of the candidates all have political experience in some way whereas he made his money through television media.
It's rather late don't you think for new people to enter the race since the election is next year and the deadline to enter the race lapsed a year ago.

It is hard to say. If he comes out in support of issues favorable to Republicans then votes will be siphoned off from the Repbulicans and visa versa.

Republicans namely Giuliani because it was Bloomberg is a better mayor and doesn't dress in drag. Giuliani isn't conservative enough for those hardcore conservatives.
