Depends on what it is that he is turning away from. Sometimes a man can be oblivious to things going on around him, even when they are plain to see. Often a man will turn away from confrontation, which is okay, but there are some things he cant or wont turn away from even once. Such as a cheating woman, or an abused child. But he may turn his head the first few times a roommate steals his last beer from the fridge, or his wife gets into an argument with his mother. Often he will turn his head when he doesn't want to be involved in something. Or because knowing the truth would stir up mega problems or hurt. .

Isn't that a line from an old Bob Dylan song, Blowing in the wind? Not so much about ignorance as about choosing not to see what is self evident.

As many times as he so chooses to - some people live in complete denial of their surroundings and some believe that "ignorance is bliss" whatever makes em happy!

Pretty much everytime he sees something he doesn't like I guess. How many times must the cannonballs fly? (same song) well I don't see a lot of peace breaking out do you.

Don't let Bob Dylan catch you using his lyrics without a bibliography.
