In your text you should find a table of electronegative values for each element. Subtract the value of O and H to get the difference. The higher the difference the more polar the bond.

Electronegativity H = 2.1
...........".................O = 3.5
3.5 - 2.1 = 1.4 the bond between H and O is covalent ( polar)

Electronegativity N = 3.0
3.0 - 2.1 = 0.9 the bond between N and H is covalent (polar)

Electronegativity Cl = 3.0
3.0 - 2.1 = 0.9 the bond between H and Cl is covalent ( polar)
