will my pay drop to the GS-9 salary or will I continued getting paid at a GS-11 salary? IS it possible for your pay to decrease once you've started working for the govt?

My wife, 19 years in the fed, says she has heard that they jack up the step level of the GS-9 to the pay level you currently hold. But she thinks that may not hold if you are high enough GS-11 that there are not enough steps in GS-9 to reach it. Why not just ask your agency or try OPM?

I can only speak for U.S. Customs and Border Protection -- if you switch jobs and your new job is in an unrelated job series, you have to take the pay cut. Some people will take the short-term loss because the new job series has a higher promotion potential (but I'm not that adventurous).
