It would be nice, but then people would say the government was discriminating them.
I do think there are too many parents that should not have children. A local woman was just arrested because her 2 year old found his way out of their apartment (while mom was asleep) and onto a freeway. He was fine, but when the police returned him, the living conditions were terrible. His 3 year old sister was eating spaghetti O's out of the trash and mom was drunk and passed out. It was later discovered and printed in the paper that she had 4 other kids, two that lived with their father in Florida, and two that her parents took custody of. Social services took the 2 & 3 year olds and when she got to jail, she told them she was pregnant with her 7th child.
There are too many good people that can't have their own kids and too many people that don't care for theones they have. It's sad.

ABSOLUTELY!!!! I think this world would be a much better, safer, healthier place if people were required to pass a test before being able to raise a child. We require backround checks and safe environments for children being adopted or placed in foster care so why should it be any different for parents with their own children? This would be the best thing for all future children. While we're at it we also need to limit the amount of children a family is able to have. . there needs to be a rule that if you can not financially provide for a child then you can not have one!

I know where your coming from but it's not practical or logical any way you look at it.
In America we have freedom, it's what this country is about. To have a government say who can and can not have children just doesn't cut it. What kind of test should any one pass? Do they make tests today that will determine if your a deadbeat parent? How about stupidity (excluding mental retardation). Neglect? How about the ones that would rather live off the government instead of working, they make their money from breeding!!! Alcoholic and drug addicts would be easy to test but what about the gamblers and liars and cheaters, what kind of test would they need to take to determine they are unfit? I do know where your question is coming from but in real life all society (maybe government) can do is rescue the poor kids born of these people before it's too late

So if a person becomes pregnant and fails the test society should force them to have an abortion. Your idea is nice, but the next level of thinking of punishment is just wrong.
Another problem is how the test should be created. We can't even determine intelligence properly because of cultural and linguistic limitations. Can you expect an American Doctor to do well on an IQ test written in Chinese?

Sometimes it seems that way, but actually, I don't think it would be a good idea. Some kids would be born outside of it no matter what. And then, for fear of being discovered for not taking the test, their parents probably wouldn't let them go to school, etcetc. We would end up with these kids who would grow up to be an uneducated, illiterate burden on society.

Having children is a BLESSING, not a right. You don't HAVE to have kids. And I do think that there should be a "parenting license" of some sort. I'm tired of reading about people dumping their kids in garbage cans, or leaving their kids alone for days in an apartment. Your children never asked to be born. YOU brought them here, so take care of them.

You make it sound as if reproduction is a privilege and not a basic human right.
How is the government going to stop people from having kids? Are they going to imprison the women and prevent them from having contact with men? Or are they going to forcibly sterilize those who don't pass the test?

Unfortunately, you can't cork off the appropriate parts until they do pass the test. I know a few people who would have trouble raising a puppy let alone being a parent, who are in fact parents.

No, that is an infringement on personal liberties. However, if one should show that they are an unfit parent then their children should be taken away from them.
