which is

Flip the numbers to get rid of the negative exponent so you get:

1/3^4 divided by 1/4^3
1/3*1/3*1/3*1/3 divided by 1/4*1/4*1/4
1/81 divided by 1/64
1/81 times 64/1 equals 64/81

3^-4 would be rewritten as 1/(3^4). 1/(4^-3) would be rewritten as 4^3 so your equation would basically be flipped. So you have (4^3)/(3^4) = 64/81.
