The 5 % is what you need, it is less toxic that most products.. This can even be used on dogs for fleas.

Powdery mildew - gardening books say ultimate cause is MOIST air and DRY soil. Try deep watering at root level weekly. New growth should show improvement. Generally, powdery mildew will disfigure but not kill the plant. You may be able to prune off the damage.

If it is powdery mildew, you can use more non-toxic means like neem oil, or some other oils. Sevin kinda scares me after I read what was in it.

Alternatively, you could go to your local nursery and see if they could help you with identification.
