The Song is called "Let it Whip" by the Dazz Band. But in the movie it was covered by the group called SR-71. This is definitely the correct answer. When I saw The New Guy and I heard it I thought: "Cool - the song we danced to in the 80's at the night clubs."
I downloaded the Dazz Band version from Limewire a while back. Just type "Let it Whip" at your favorite download site. I'm not sure if the SR-71 version is available though. It could be.
"Whip It" is a totally different song, done in the classic new wave style by Devo.

Devo....The new wave eighties band that wore silver spacesuits and red flower pots on their heads.
As to the meaning of the song...it's actually mocking political leaders of the time. It's also a call for the working class to overcome adversity.
