On watching Shoaib Akhtar bowl I thought that when I was playing cricket the umpire would have not hesitation in throwing him out of the game as a throw bowler. Why he is allowed to bowl which clearly looks like throw bowling?

"I have always believed, while Shoaib has speed as a major weapon, he does ‘chuck’ - he does bowl many illegal balls." - Michael Holding

No, he is not a throw bowler however he does chuck the ball once in a while. He gets the fast speed because of his action and more importantly due to strong arms and shoulder. I have played with him when he was in India for a training camp with Brett Lee and few other good players from around the world.

He is not a throw bowler, he has had his action tested and cleared. He has a hyperextended elbow, which acounts for the bent in his arm. Otherwise his action is pretty clean.

Let me tell you son, His arm hyper-extends which makes it seem like he "throws." It's just a freak-of-nature, you cannot rule against him because of that.
