How do you rate an answer as good or bad?

I see where the thumbs are up and down, but how do I rate someone's answer as being good or bad?

You need to get to level 2 first, then you can rate like 40 times a day or something.

if the info provided in the answer was correct and helped fix the problem then give it a thumbs up. if it was wrong info thumbs down.
