It depends upon what time of night and what time of day. Water is a very remarkable substance in that it gradually gains heat and then retains it well, cooling off slowly. This is why Hurricane season lasts untill the end of October, it takes that long for the ocean water to cool. Surface water will be cooler at say 3am than at 3pm. On the otherhand it will be warmer at 9pm than 9am.

Not at all.But water surface is warmer at night when compared to that of the adjacent land.

No, it just seems that way because the air colder outside when you get out of the water.
