Last I heard, it was legalized in New York. I'm totally for it. The whole argument that our culture couldn't handle it is rubbish. People aren't going to get over their hangups and screwed up sexual beliefs about exposed breasts until they are exposed to them daily. Pretty soon they'd seem as normal as elbows.

Sorry,, boobs are a sexual organ. Guys get just as turned on looking boobs as much as they do looking @ p^ssy. This, coming from a guy. I don't have a problem with women going topless, but it is different. Women don't obsess over guys chest like men do over womens.

Absolutely.
But while I agree that boobs are not a sexual organ, they ARE a source of sexual stimulation.
For me, moreso than any other part of a woman's anatomy.
I'm a breast man. Decidedly so. I thought I was an @$$ man because all my friends used to tell me so. Frequently, they'd say to me, "Youre an @$$, man!" But then I figured out that I'm a breast man.

Theoretically, they should be able to. Unfortunately, boobs (even if they aren't actually sex organs) have been sexualized in the majority of human cultures, so the situation isn't ideal for that kind of exposure. :)

In some parts of africa it is acceptable. However it is seen as indecent in the western world and there are laws in place to guard against indecent exposure in public.
In nature they are not sex objects but in the western world they are which is the reason peopel get so uppity about seeing a little bit of brest.
