Paddington Bear first appeared in "A Bear Called Paddington" by Micheal Bond in 1958.
Jeremy Clarkson was born 11 April 1960.
The link between the two is that Clarkson's first job was as a travelling salesman for his parent's business selling Paddington Bear toys.

Michael Bond recalls in his own words how Paddington first came into being:
"I bought a small toy bear on Christmas Eve 1956. I saw it left on a shelf in a London store and felt sorry for it. The first bear that Shirley Clarkson made was for Jeremy. She setup a company to make them. That is the link.

No, Paddington Bear stories were written by Micheal Bond, he bought a bear on Christmas eve 1956 and took it home for his wife, as they lived near Paddington station they decided to name the bear Paddington and thus the stories started, but it took until 1958 to get them published.

no. but he is linked to paddington bear as his mother put wellies on a paddington doll and created the famous image of him. i think he also briefly worked as a sales rep trying to sell paddington toys
