As budget processor, AMD X2 is better in games and consumes less power. Pentium D excels in encoding but draws a lot of power.
But then there is the new and cheap Pentium E2140 and E2160 that is based on Core2 Duo technology.

Depends on which Pentium Dual Core you are referring to.
I have been a hardcore AMD fan for the past 10 years. I have fought for them, boasted them, built many many many machines with them.
The question of what is better AMD or Intel came to a standstill about four years ago -- they were pretty much about the same (price for price). Then Intel released the Core2Duo.
For the past year AMD has not introduced ANYTHING which could be considered an answer to this new Intel CPU.
So again, it depends on which cpu you are referring to. But if you could find an inexpensive Core2Duo go with that. If not, anything by AMD will end up being cheaper and just as good/better as it's Intel counterpart.

for a really tight budget, the pentium D 805 smithfield is king. Granted, the FSB for the chip is only 533mhz, but I have seen these little guys run at close to 4 ghz with good cooling. You can find them on newegg for well under $100. If you can spend $150-$175, then I would go with a core 2 duo. The E6300 and above are AMD killers. (and I have an AMD chip currently)

AMD Sempron or Intel Celeron are probably best for a budget system where looking for better graphics is probably the most important thing.
