You can pay for different packages which seems ligitament to me b/c even 'big time' casting sites charge fees such as backstagewest.com, etc. What do you think? Also, does anyone have any other sites for extra work? Thank you! : )

The best way to get Extra work is to mail your headshot/resume, to the "Extra Casting Director," expressing your interest in doing Extra work for upcoming projects.

Don't EVER pay to be an extra in a movie. If you live in Southern California (where they make all of the real movies and TV), they will pay you to do it.

Central Casting, the biggest and most-used extras agency in Hollywood charges a one-time $10 photo fee to sign up. You simply go into their office, they take your picture, and then you listen to a message line for possible work. Here is their contact info:
Central Casting
220 S. Flower St.
Burbank, CA 91502
Phone: 818.562.2700
Registration Info: 818.562.2755

If you don't live in SoCal, I wouldn't waste your time. The chances of a legitimate production in your area is slim (unless you live in Vancouver or NYC), and the chances of you getting ripped off are high.
