What is the best way (other than a small vac head) to clean the lint, etc. that gets trapped in the 'popcorn' on the ceiling?

I have textured ceilings throughout the house we just bought and I used a long brush treated with 'endust' a commercial product that sprays on the brush and attracts dust and lint.
That worked for me even in the garage where the ceilings were 'popcorn' also.

You can use a swiffer, or a broom.... The swiffer is lightweight, and it has removeable pads that trap dirt instead of pushing it around.... A microfiber cloth/broom combo....It's flat and a microfiber pad sticks to it....It's like $10 and the pad is washable... I use it on wood floors...try that

use an air blower to get it off there and then vacuum off the floor
