NCO's cannot tell doctors what to do. Officers cannot decide if surgery is good or not good for the unit. Your husband should follow the doctor's advice and do everything he can to get healed up.

Ok, after I chewed thru that, I think that I got the question.
First off, the command CANNOT prevent him from going to sick call, getting the surgery, or recovering from the surgery. If the Dr. says that it's going to happen, then it will happen.
Once your husband has completed recovery, he may/may not be deployed to join up with the rest of the unit. There is ALWAYS a Rear Detachment left behind, and he may stay with them.
Tell him to go back on sick call, and get an appointment for the surgery.

The doctor and your husband will decide whether he has surgery or not.. the commander and first sgt have absolutely nothing to do with it! They are going to Iraq and want everyone under them to go..and have that "suck it up" attitude that only healthy people can have and are just giving your husband a hard time.. If he has surgery, he will probably not make the august jump. No one person is indispensable and your husband should think of himself first and not let the others around him that are not hurting influence his decision.
The ones riding him are probably going to war for the first time and are so full of themselves that they will ride him until they leave.

I'm assuming that he's being seen to by a military doctor.
He needs to go see the medical officer and explain everything that has happened, including naming names.
The MO will soon put this first sgt in her place. (It was probably just her time of the month, when he saw her)
Unless the US have changed their policies, they never take an injured man on ops.
If all else fails, go see the CO as a wife and explain whats been going on, and demand answers. That should get things sorted out quite quickly.

The military lifestyle can take its toll on the human body / good that your husband is going to the doctor (military doctor?) if doctor reccomends surgery to correct the problem it should be done and let him have the convelescent leave to properly heal / if unit has to take a shortfall due to medical reasons - so be it / a person has to be cleared medically to be able to deploy

he should know that they can't stop him from getting that surgery, but if he don't wanna get out the army than obviously he has to deal with the foot. But im pretty sure its a wiser choice to get it fixed before it gets worse and all deformed. No where in any regulation does it say you can't get surgery because your chain of command says so, unless its like eye surgery, something that is not necessary.

Theres nothing his CO or 1sgt can do about it... The doctor says he cant do unless he has surgery, well thats the answer.... CO's and 1sgt's get upset when their people cant deploy. I wasnt able to deploy for my 2nd tour to Iraq because I didnt have a family care plan. I tried to find one, but wasnt able to.. So they started doing the whole "You need to find one now, or we will give you an Art. 15".... I knew it was BS, but they threatened me... SO if the Doc says that he cant deploy, tell him to get teh Doc to put that in writing.

Your Hubby's first sgt is a lying *****. No commander that's worth anything would say that. There's the cahin of command he can use and yes doctors have the last say.

Get the surgery. Period. Sooner or later your hubby is going to get out, and having his body in the best shape possibe is going to be better than having him collect on disability.

punctuation is your friend.
the medical doctors have FINAL say. period. if his Doc says he is non deployable and needs surgery, then he gets surgery and doesn't deploy until the Doc clears him. end of subject. the CO has no authority whatsoever in these matters.
