Use a screen with really open mesh, then print it with a white underlay ink like Rutland's Bright White, then flash dry it and print the image a second time.

Use a special under paint. It is like (or actually is) gesso. It will also make a second pas with other colors brighter.

make the ink THICK - if it isnt thick, you have to do multiple passes - which is a pain.
