Male cockatiels can speak quite well, but females can't (as far as I know).
Are are all parrots banned in India? A cockatiel is a parrot therefore if all parrots are banned, you can't get a cockatiel anyway..?
Besides parrots, other birds that are known to talk are crows, starlings, and even canaries (although the latter is rarer to occur).
Some small parrots that are good at talking are cockatiels, budgerigars, quakers, and rainbow lorikeets.
Do note that even if the species of bird is quite well known for being great talkers, some individuals choose to never say a word.

My cockatiel talks up a storm!
His vocab is about 10 words & he can use them in phrases. Not all tiels are like this though so don't get your hopes up too high. If they don't wanna talk, they wont.
What would you do with the tiel if you find out it's a female or it isn't interested in talking?
Also females don't talk, only males.
If you prefer to teach them to talk, teach talking first, not whictling. If whistling is first taught, because it's easier than talking, some of them will prefer to whistle & not learn to talk.
Oh & cockatiels aren't the smallest of the Australian parrot family. Fig parrots are the smallest at 133 - 160mm. Then the budgie (parakeet) is the second smallest.

Though it is true that cockatiels can learn to talk, they are not known for having extensive vocabularies. not everyone who hears them understands them Many people purchase a cockatiel having the misconception that they are wonderful talkers. cockatiels are excellent mimics though, and can whistle up a storm. Most tiels that do learn to talk have a breathy, almost whistly quality to their voice I have 6 cockatiels and i haven't heard them ever speak words before but they're good at mimicking noises like sirens, and/or telephones

Yes they can pick up a vocabulary. Mine loves to whistle the andy griffith theme song. He also imitates the beep of the microwave so well that sometimes you can,t tell if its him or the microwave. The cockateil is about the least expensive bird that will talk for you. Also the males will usually pick up more than the females. Not like humans where you usually can,t get a female to shut up! LOL

Teils can talk...However my birds will say "good morning" and "hellyou"(hello) and also say "Pretty bird!" and the most annoyig thing of all he will do the phone ringing.I don't know how man times I've fallen for tha one! Well, the cockatiel isn't considerd a parrot, but the larger birds who you see chattering are still parrots.

They talk. Of cousre there better at whistling tunes. My friend's parakeet has an AMAZING vocabulary and says random comments constantly.

I believe u are speaking about Cockatoos??? u do get them in pet shops .. I think u can keep parakeets and they are native to India ..
