Hiss and hissing is in the old testament in many verses. nothing about hissing snakes. The meanings of these words are .....to be shrill, to whistle in scorn, or to call with scorn.

I have read much of the Bible but I do not remember such a phrase. Perhaps you have read a different translation of the Bible?
