"Kingsley" is right. When ever you ask a question on the Los Angeles" sub-section there is always a couple people who think it's "cute" to give you some smart a*s answer.
There are several "Factory Outlet Stores" in the area that have name brand and designer fashions, shoes, & accessories at deeply discounted prices.
In L.A proper try the 42 stores at the:
Citadel Factory Outlets
5675 Telegraph Road
Los Angeles 90040
exit Atlantic Ave (north) from the I-5, just south of the I-710, turn right on Telegraph Road to the bulldings with the Assyrian sculptures.
Better yet on the way to San Diego visit the 90 stores at the:
Carlsbad Factory Stores
5620 Paseo del Norte
Carlsbad.
exit Palomar Airport Road (east) 1/2 block then left on Paseo del Mar.

The best place to look for this type of discount/info is SearchAllDeals. Just start with a search term like "clothes shopping Los Angeles" or "clothes shopping San Diego".

I always go to Freg Segal on Melrose to get ideas of what the trends are, then go shopping on Melrose to find less expensive options. Another place i LOVE is in Burbank. It's called "It's a Wrap" or something like that on Magnolia. They have old TV shows and Movie clothing. Some of the clothes still have tags on them but are pretty cheap. They also have accessories and shoes. It's pretty cool. Also try Kitson on Robertson- there are some unique items there.

Lets try and give you a straight answer and not some bogus info. The best place, I go there a couple of times a year, is downtown Los Angeles, They have a great garment district. It starts around 6th St. to around 10th Street, east and west of Main St. One place is called Santee St. Cross street is Olympic. (10th St.) Don't miss it.

I don't actually wear clothes, but people who do tell me they like the garment district downtown.
I assume you don't mean Marshall's, TJ Maxx, Ross or Lohmann's.
The young people seem to like places like Tilly's, Old Navy, The Gap.
It might help if we know what areas you will be.
Enjoy.
