While 7 hours seems like a lot of time, in fact, it is not. Traffic is a problem in LA and public transportation leaves a lot to be desired. Security, baggage etc. might also play a part and if your flight is domestic or international also enters into the time factor.
I would suggest that if you want to see something near the airport you might try Santa Monica or Venice. Both have shopping, things to see, the beach and places to eat. It would give you a tiny sample of Los Angeles although not reflective of the entire city for certain.
I would say the 3rd Street Promenade in Santa Monica and/or the Pier and the famed Venice Beach boardwalk would be something you would never forget. Lots of "character" and "characters". LOL A taxi is probably the best but inquire prior to getting in as to what the fees would be.

You could also rent a car and driver to take you where ever you wanted to go if money was not an object. I do know several really good ones that would save you time and know the area well.
Renting a car and not being familiar with the area might be a problem but that is a thought as well, particularly one that has a Navigation System in it so that you could have directions right there.
Another thought, depending on what you personally enjoy would be the Getty Museum. While it is a large and lovely Museum it would offer great views of LA (on a clear day) and let you spend some time with some great works of art.
I would also say that Beverly Hills would make for some interesting walking around, like Rodeo Drive and window shopping, then have a bite to eat. Far better than Hollywood in my humble opinion although there is only one Hollywood!
Just remember that you have to get back to LAX and go through security. 7 hours is not a lot of time even though it seems that way.

I am going to assume you will not have a car. Taxi's can be expensive. And our public transportation leaves a lot to be desired.
There's nothing much close to the airport but hotels and strip clubs.
Consider taking the flyway bus to Union Station. They take a train someplace. Hollywood is a good choice. I don't think there are any trains to the beach, so that would require transferring to a bus or a taxi. You might be able to find a bus to Playa del Rey beach, which is close to the airport. But with the planes flying over every 5 minutes, it won't be peaceful.
But by the time you do all that, it will be time to go back.
Maybe you should just go the Grove shopping center at 3rd and Fairfax and hang out. You can peruse the Farmer's Market across the street if you like.

If you just want to get out of the airport, Manhattan Beach, 4 miles south of LAX, would be your quickest/nearest destination. At the pier, there's an area with a couple dozens bars and restaurants, a (very) small marine museum, and of course, the beach.
If you want a little more excitement, Venice Beach/Santa Monica Pier/3rd St Promenade is do-able in the time you've got. But plan on taking a taxi. If you go by bus, you'll spend most of your layover on the bus. At 3:00, plan on 45 minutes to get to Venice. Coming back, if you don't need to be checked in until 8pm or later, an hour will be plenty of time to get back. So that gives you 3 hours free time.
3rd Street Promenade is a 5 block long walking mall with interesting shops, bars and restaurants, and all kinds of street performers.
The Santa Monica Pier has a carnival atmosphere - ferris wheel, roller coaster, carousel, game booths, food booths, etc.
Venice defies description. But on a nice summer day, it's a must see.
They're all within a few blocks of each other. A 1-2 mile walk would cover much of Venice, the pier and the promenade.
I'd start in Venice, head north on the boardwalk, hit the pier, and then up to the promenade for dinner before catching a taxi back to the airport.
Be aware that with the exception of places like the airport, you can't just step to the curb and hail a cab. You have to call and order one. Before dinner, call for a cab and tell them you want to be picked up at xxx time and xxx place, to be taken to the airport.

I work at LAX. When you arrive go to the lower level and go to the Travelers Aid Booth. They are located in every terminal, lower level, close to the baggage claim. They have a book of lots of fun things to do. We have a classic car museum about 2 miles from LAX. You would have to call and make an appointment (its very easy to do) because they are only open on Saturday and Sunday. On Wednesday by appt. We have shopping malls, we have Venice Beach, Santa Monica, movies, You could go to Hollywood very easy. Good transportation available. Shuttles, taxis (most expensive way), buses, Metrorail. Honestly...LAX is in a really difficult area re: traffic and you're getting there right at the start of rush hour...With airport security and such...I think it would prob be best if you just stayed at the airport to be honest.

lax is awful the traffic is a nightmare. but if you have 7 hours to burn then maybe you should drive down to the beach for a bit. but i do warn you about the traffic

traffic around LAX is a serious pain.... from personall experience .....it would be a good idea to stay in the airport....
it really sucks to try to leave and have to go through security, people, and traffic all over again.....

There is too much traffic to leave and go back. There are gift shops and starbucks and a bar if you drink but your better off hanging out there

I would say to go to Venice Beach. You don't have enough time to see much and get back to the airplane with the security lines.
