If your answer is "No", well consider this:
All is as it should be. Yeah, sure, there's lots of death, discomfort, and deformity, but if we were willing to work together and fix it, there wouldn't be any. Sure, GOD made Malaria... but he made Quinine, too. This might come as a surprise to you, but Homelessness, Starvation, and Child Neglect ARE cureable!! WOAH!! Where'd that come from??
The Universe is imperfect because that's all these Hellions deserve. If you want it better, make it better. GOD has left us tthe means. If we choose to ignore that FOR WHATEVER THE REASON, then we as a race deserve what we get. What? You don't like living on a planet where some deformed boy is? Fix it. Sure, it might take a revolution. Millions of hired goons might die. But at least we can start using all of the wonderful provisions that GOD left here for us.

Of course it's up to humans to make it better. I just don't believe god made it in the first place.

There is no god. And DUH, of course child neglect, homelessness and starvation are curable. It's BEEN curable for a long time. Thats why we have police, Homeless shelters, and funds for starvation. WOAH!! Where'd that come from?
