All shoes fit a little differently. Also your feet will swell as you are running, so you want to try shoes on after a long run toward the end of the day. You will need to try some on or you may be just wasting your money.

Wear what fits your feet. It depends on the company as to how they fit. Some run small and some may run large. Usually I wear 1/2 size larger, but the is no hard and fast rule as to how a shoe is going to fit your foot.

For running shoes, it's true. If you run track, the spikes should be 1/2 size smaller than your regular.
