I'm just curious. How do they build a new dam without breaking the old one? I was thinking that they build a dam in front of the old one. Am I right or not?

Normally when they are planning to make a dam, they construct a channel to let the water bypass the place where they want to work; when they're done they block the bypass so the water will fill up behind the dam. I think most of the time when they have had to "replace" a dam it is because the "old" one has already burst! In these cases, see building a "new" dam. Usually, it has been the case that when they notice a dam is about to burst, they don't have a lot of advance warning, and it takes so long to build a dam that they usually wouldn't be able to complete it in time. If they're lucky, they have time to get people out of the way! Some small dams are made mostly of dirt, if they see a problem they will dump extra dirt/fill down the face to try to beef it up and save it; it usually doesn't work!

warm the residents about the danger of the dam
mobilize the rescue team
notify higher authority
