"Oh look, here's the Blue Jigglers coming our way" - is that funny or disrespectful? (meaning that she has jiggly b**bs inside her shirt). It's not said to her face, just between us.
I think it's funny, no harm done.

WOW - I guess you have to know me to realize that this isn't at all meant to harm or hurt. I don't take myself that seriously, nor anyone else. If b**bs are jiggling, walking down the street, then they aren't embarrassed of being seen! It's an innocent comment - not degrading - if anything it would be a compliment that I noticed them.
Lighten up people!!
ps. Are these answers so far from the UK or US or someplace else????

If she didn't want them to be noticed she wouldn't wear the "tight blue shirt". People dress in a certain way because they want to be seen in that way. As for is the comment funny? I suppose that depends on you and who you're with and the mood. It might get a smile from me at times and for all those who say it could hurt the gal's feelings. Thats life! If she don't want attention she should wear more modest attire. I personally can live with a few rude comments and have. If I bring attention to something about me that others might find amusing or attention grabbing I should expect possible comments or stares. You don't wear a thong to the beach if you don't want people looking at your butt! An you don't put big teats in a tight blue shirt if you don't want attention!

It's both funny AND disrespectful...
Strangely enough... it would be seen as LESS disrespectful (and funnier) if you actually knew the woman - it attaches a "human" element to it.
Saying something like "Looks like Donna let the twins out for the afternoon" somehow seems less creepy than "Check out the funbags on her!" (being said about a complete stranger).
Of course... if Donna heard you talking like that, she would be 100x as pissed as a complete stranger - unless she happened to share your particular sense of humour.
The world is too tightly wound up these days - a little bit of (private) humour between friends is what everybody needs to relax in this stress-filled world.

I think its just fun - people need to learn to laugh more.
If you think about it they're giving you a complement - i.e. "I noticed something I find attractive about you."
As a guy I wish when walking down the street two women would say to each other, "Oh look, here comes the three-legged man!"

Women deserve better than to be mocked for their anatomy, so yeah I think that's a little childish and disrespectful. It's not so much about whether or not that particular woman hears you and is offended, it's more about the attitude that remarks like that perpetuate. :(
