Thanks for the pic. I don't think I'd seen the new one, yet.
Currently, it runs on gas, though I'm sure a future version will probably be electric (maybe hydrogen fuel cell, though I doubt anyone would need to bless the water, first).
As for how to get one... You'd have to be elected Pope and then Mercedes (or another good car co) will donate one for your use. That's right - you would pay nothing.
The requirements for being Pope are simple:
1. Male (from your avatar, I guess that's covered)
2. Catholic (if you're not, you'll have to convert, first)
Believe it or not, there isn't even a requirement to be single!
However, since there are several hundred million "qualified" individuals, it does help to somehow distinguish yourself (like being one of the Cardinals who actually gets to vote).
However, leading a flock of over a billion people can be a rather daunting task. If that intimidates you somehow, maybe you should just call up Daimler and ask:

I've seen one of those with an outhouse mounted on the back, only they don't call it a popemobile.
