i have a 01 grand cherokee. i think the e breaks are similar. mine has the same problem. the thing is is that the e break on it is self tightening. if it seems like it is not engaging properly then you might need new pads for the ebrake. here is a link for what i am talking about. http://www.wjjeeps.com/parking_brake.htm

The park brake is adjusted at the cables. Shorten the cable with the adjusting nut to tighten. There is a specified amount of travel you need to leave in the lever. A service manual or your friendly smiling dealer can tell you what that is.

verify the fuses returned and get a diagram from a chilton or haynes instruction manual to be certain which fuses connect with the headlights and tail lighting fixtures. replace them whether they supply the effect of being sturdy. if that doesnt artwork attempt verify,ing the grounds and the relay

it works off of your brake drums, on the inside of the drum theres a rubber gromet which will tighten or retracting a wheel while using a flat head screwdriver.
