dealer could be from either Mich or Ohio, the number is not a license plate number rather a dealer license enabling him to sell cars retail. the "a" in the # could be an error.

If that's the plate number, only DMV can tell you.

What State are you in?
The # you gave.. is that their state business license or simply an auto license plate?
