A percent means one-hundredth. So 15% would be 15 hundredths, or .15. Multiply that by the number you are trying to figure the percent of.

Example: 15% of 300 = .15 times 300 = 45

Dividing any figure (A) by any figure (B) gives you the percentage that A represents of B.
