I'm going to go with interval cardio.
Here's a sample program:
5 minutes jogging
1 minute hard core, bust your butt sprinting
2 minutes jogging
1 minute sprinting
2 minutes jogging
1 minute sprinting
4 minutes jogging
1 minute walking
stretch.
Takes 19 minutes (not including stretching) and if you do it three times a week you will burn fat like crazy.
BUT, you need good nutrition, too. Go to www.spartfit.com and start educating yourself on what and when to eat. Remember that no excercise program can beat a bad diet.

Any excersize burns fat--the best way is to eat less fat. Takes a long time to burn it--eating wisely is easier.
