I have been lifting weights for about 3 weeks, this is the hardest I have ever lifted before because I also am trying to get rid of some boobage, they are starting to actually look like pecs now. What i have been doing is. Bench Pressing, Dumb Bell bench, buterfly bench, milatary press and push ups, do all that and take some protein shakes and youll definatly see the difference. Protein shakes make such a big difference, for me my muscles have developed at least 50% faster then they used to when i worked out last year. And remember the most important part of lifting weights is the resting period.

If you're generally overweight, then first you need to lose the weight and you will see a reduction in your chest as well, since you cannot "spot-reduce." Make sure to do a lot of weights/strength training to tighten them up and not only cardio to prevent further sagging. However, if you have lost weight and the chest area is big due to the remaining loose skin, then you may either try doing lots of weight to tighten them up, or get a reduction through a surgical procedure - many men have had it done. Sometimes there is extra skin that cannot be reduced or tightened no matter how much working out you do, and that's when the only option is surgery. Okay, since you already know it, I won't tell you to do cardio.
The thing is that "man boobs" are fat. In order to make them go away, you'll need to burn fat. You can do all of the push-ups and pec work you want, but for the most part, this will only add to the muscle, it won't truly take away the fat.
That said, the more muscle mass you have on your body, the faster you'll burn fat when you're doing everything else. If you combine the cardio with weight training, you'll have a better chance of losing fat more quickly. FYI, the gluteus maximus (butt) and the quadraceps (thighs) are the biggest muscles on your body. Working these muscles generally will give you more muscle gain, simply due to the percentages involved.
Fat does not go away on a localized basis...you'll have to work your whole body, in order to make the fat on your chest go away.

Bench Press and push ups might actually increase the size, but I believe is makes the shape look more muscular and, therefore, is helpful

Push ups help, of course, but ultimately you need to eat healthier and burn more. Just doing push ups will add muscle under the fat but not necessarily reduce the fat on top of them.
