use a mixture of shea butter & olive oil on your legs immediately after shaving/waxing to soften the folicles & prevent ingrown hairs.....you can also use this soothe ingrown hair.

Try a product like Tend Skin or a toner w/ salicylic acid. (e.g. Neutrogena Clear Pore Astringent http://neutrogena.com/ProductsDetails_69.asp)
You can also make your own:
8 ounce bottle of distilled water add four crushed, UNCOATED aspirin
or
mix of 1/2 water, 1/2 witch hazel, 15 crushed, UNCOATED aspirin, and 2 drops of tea tree essential oil and 2 drops of rosemary essential oil
Salicylic acid will loosen dead skin cells & expose the ingrown hairs.
Exfoliate your legs gently w/ a wash cloth. Use a pair of pointed tweezers to extract the hairs as they come through. Avoid shaving until you've gotten rid of the ingrowns.

I get them all the time, you need an eyebrow tweezer with the ultra fine points and you need to pull that hair up and pluck it. Wipe the area with facial toner or alcohol to keep it from getting infected and be sure to exfoliate the area at least once a week going against the grain to help keep the hairs from laying down.

use a good loofah sponge in circular movements to help the ingrowns "escape?"
you can also try some at home waxing kits after youve let the hairs grow out... wax opposite the hairs growth
