used to breed canaries and pigeons.this problem looks like your pet dove has (red mite)this is a minute bug that sucks/lives on the doves blood,and turns red after feeding.all good pet shops should stock a redmite spray to kill of the wee blighters.you should spray all birds regularly with this spray.a little gremolene antiseptic should be applied to bare unfeathered skin.feathers will /should grow back as normall next year

Birds react to stress and stressful situations by pecking at their feathers and skin. You are going to have to figure out what has changed in your household that has caused your dove to self-mutilate.
Has there been any other animals added to the household, or loses of other pets or family members. This is the most likely cause of this type of a situation.
Your Dove may also have developed an allergy, and this is an allergic reaction. You will have to take your Dove to the vet for a check up if this is the cause.

Take him/her to the vet right away. You want to rule out any medical condition before you assume that it's a behavioral problem. Preferrably and Avian vet would be best. Make sure they do full blood work and metal toxicity tests.
Once you've gotten the test results back and if your dove is healthy then you can assume that it's behaviorial. If results come back with positives for something, your vet will give you anti-biotics to give your dove and may even put a collar on him/her to prevent him/her from continuing the plucking.
If the results are negative and your dove his in good health then it could be as simple as your bird may need to be on a better diet, more interaction, and more toys. birds can get bored easily, so rotating toys and a good diet is key to longevity of your dove.

It sounds like it has mites...you can get something from the Vet for this...there are
powers and sprays...and if the bird is in with others, they are also likely infested...
