I'm not a member, but it sounds like you guys need to invest in some advertising. Start simple and cheap, print some informational flyers and hang them up where young folks hang out - schools, libraries, malls, shopping centers, etc.
If you guys can manage some fund raising, you can advertise on the local radio stations and TV channels.
Then there's always the internet. Do you have a local website that people can visit? Can you hook into a national website? Do you promote the program on places like youtube and myspace?

- That's a challenge all the chapters are meeting. All around the country membership is down.
